I.INTRODUCTION On February 10,2012,International Intellectual Property Alliance released the 2012 Special Report on Copyright Protection and Enforcement,which mentioned that article 9 of the Regulations for the Protection of the Right of Communication through the Information Network1(hereinafter referred to as RPRCIN)has certain unclear or overbroad terms,which may be incompatible with the Trips Agreement.2
