摘要(Abstract)：
近年来中国快递行业高速发展,企业创新不断涌现,快递行业与其他行业的融合日益紧密,运行呈现出新时期的新特点。中国快递市场快速发展的同时也出现了准入门槛较低、服务质量不高、安全隐患较多等突出问题,相关立法亟待完善。正是在这种背景下,国务院制定并颁布了《快递暂行条例》。本文认为,首先应当以重量加资费作为邮政专营范围的认定标准,解决邮政专营与民营快递企业经营范围之争的问题。其次,加盟连锁经营模式是促进快递市场高速发展的重要经营模式,应当明确其责任范围,适用连带责任以维护快递用户的合法权益。最后,收寄验视制和寄递实名制是防止禁止、限制物品进入寄递渠道的重要措施,以有效解决快递市场的安全问题。
