内容提要 数字时代的到来，催生了不干涉原则的深刻转变，并使原本被认为正走向式微的这一原则成为国际规则博弈的焦点。当前，围绕数字领域不干涉原则的国际博弈呈现出从非西方国家“单向推动”转变为东西方国家“双向竞争”态势，其适用范围、适用门槛和价值取向也正在经历深刻重塑。数字时代背景下干涉对象和干涉手段迭代升级等因素引发的上述转变，在应对数字领域风险挑战和寻求就不干涉原则达成更大共识等方面具有积极意义，但同时也蕴含着西方国家通过该原则的选择性强化和双重标准对非西方国家施加不对等限制的风险。我国应高度重视由此带来的机遇和挑战，通过与其他国家加强协作、推出更有针对性的话语表达，推动数字时代不干涉原则更加全面、平衡的适用和发展。

Abstract: The advent of the digital era is driving the profound evolution of the non-intervention principle, and this once-declining principle has gradually become a focal point of international rule games. Currently, international competition over this principle has shifted from one-way promotion by non-Western countries to two-way rivalry between Western and Eastern countries. The principle’s scope of application, application thresholds, and value orientation are also undergoing principle reshaping. Driven by factors such as the upgrading of interference targets and methods in the digital era, this reshaping brings positive implications for addressing relevant security risks and building broader consensus on the principle. Nevertheless, it also entails risks. By selectively enforcing the principle and adopting double standards, Western countries may impose unequal restrictions on non-Western nations. China should attach great importance to the opportunities and challenges ahead. By strengthening coordination with other countries and putting forward more targeted narratives, we can advance a more comprehensive and balanced application and development of the non-intervention principle.
