内容提要 社会组织是国家治理体系和治理能力现代化的有机组成部分,是社会治理的重要主体和依托。当前,我国社会组织发展增量较快,但总量仍然偏少且发展比较粗放,整体水平和社会认同度也不高。为培育和促进社会组织健康有序发展、有效参与社会治理,应当采取切实可行的措施,加强党对社会组织的领导;创新和探索社会组织参与社会治理的领域、手段、方式方法;社会组织要积极加强自身建设,在创新社会治理中积极发挥重要作用。应加快社会组织法律法规制定修改完善工作。在法律修改完善过程中,应注意突出以下几方面问题:坚持直接登记和双重管理有机统一;深化社会组织登记制度改革;创设备案制度;完善社会组织法人治理结构;建立科学统一、有机协调的监管机制;完善税收优惠政策。

Abstract: The social organization is not only an organic part of the national governance system and the modernization of governance capacity, but also the important subject and support pf social governance. Although the development of social organizations is increasing rapidly at present, the total amount of social organizations is still relatively small and the development of social organizations is too extensive in China. In order to cultivate and promote social organizations to develop orderly and healthily and participate in social governance effectively: certain measures shall be adopted to strengthen the leadership of the party; innovating and exploring the domains, means and methods of social governance; and social originations shall strengthen their own construction to play an important role in innovating social governance. At the same time, the working concerning establishing and improving laws and regulations of social organizations shall be accelerated, and certain issues shall be paid attention: insisting on the unification between direct registration and dual management; deepening the reform of the registration system of social organization; creating filing system; improving social organization governance structure; establishing a scientific and unified supervision mechanism; and improving preferential tax policy.
