内容提要 当代中国改革开放四十年来,从20世纪70年代末80年代初开始邓小平提出小康社会愿景进而作出"三步走"的战略设计,到20世纪90年代党和国家制定新"三步走"国家发展战略,再到21世纪初时中国共产党人描绘从全面建设小康社会到全面建成小康社会的国家发展战略蓝图,法治在国家发展进程中的地位与作用日益显著,当代中国现代化进程中的法治发展目标愈益丰富而深刻。2017年10月召开的中共十九大,在当代中国法治现代化进程中具有划时代的里程碑意义,不仅确立了习近平新时代中国特色社会主义思想的历史地位,为新时代中国法治现代化提供了根本遵循,而且勾画了从全面建成小康社会到基本实现现代化再到全面建成现代化强国的国家发展图式,作出了推进当代中国法治现代化的新时代的新"三步走"战略安排。这一重大的理论贡献,深刻反映了中国特色社会主义进入新时代社会主要矛盾新变化的历史运动逻辑,凝聚着当代中国共产党人加快推进新时代中国法治现代化的坚韧不拔、锲而不舍的战略意志和坚定决心。

Abstract: In the 40 years since China's reform and opening up, from the late 1970s and the early 1980s, Deng Xiaoping put forward the aspiration of a moderately prosperous society and made the three-step strategic design, to the 1990s, the Party and the nation made the new three-step national development strategy, and then to the early 21th Century, Chinese communists depicted the national development strategy blueprint from the beginning to the fulfillment of building a moderately prosperous society in an all-round manner, the status and function of the rule of law in the national development process is increasingly significant, and the goal of the rule of law development in the process of modernization of contemporary China is richer and deeper. The 19th CPC National Congress held in October 2017 has the epoch-making milestone significance in the process of modernizing the rule of law in contemporary China. It not only establishes the historical status of the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and provides fundamental abidance for the modernization of the rule of law in the new era, but also outlines the national development scheme from completing the overall construction of a well-off society to basically realizing the modernization, and to comprehensively building a modern powerful nation, and makes a new three-step strategic arrangement to promote the new era of modernization of the rule of law in contemporary China. This major theoretical contribution profoundly reflects the historical movement logic of the new changes in the social main contradictions with the socialism with Chinese characteristics entering into a new era, and embodies contemporary Chinese communists' strategic will of grittiness and perseverance and strong determination in accelerating the promotion of the modernization of Chinese rule of law in a new era.
