Since the 18th National Congress of the Communist Party of China (CPC), General Secretary Xi Jinping has introduced a series of pioneering  and landmark new ideas, new thinking, and new strategies on overall  law-based governance, shaping Xi Jinping Thought on the Rule of  Law. This Thought outlines eleven requirements for the current and  future development of overall law-based governance, with ‘upholding  constitution-based governance and constitution-based exercise of state  power’ being a crucial one. The 20th CPC National Congress has laid  out a comprehensive plan for advancing the Party and the country in this  new era and new journey, highlighting the importance of optimizing the  signifi cant role of the Constitution in governing the country1 . To implement  the spirit of the 20th CPC National Congress and steadfastly follow the  path of socialist rule of law with Chinese characteristics, it is crucial to  uphold constitution-based governance and constitution-based exercise of  state power under the guidance of Xi Jinping Thought on the Rule of Law.  This will enhance the protective role of the rule of law in consolidating  foundations, ensuring stable expectations, and delivering long-term  benefits, while holistically developing China into a modern socialist  country governed by the rule of law.
