内容提要 不同表达与使用彰显着每一时期的时代特征。伴随着新的社会变迁与时代需求，当下中国法在采用给付回顾给付行政发展的历史流脉，可以看到，在给付行政概念传入之前，中国实践中已有类似现象。语词的行政范畴时，应当确定它所具有的核心要素。这样才能真正塑造具有中国本土意义的给付行政。

Abstract: After reviewing the development of welfare administration from historical context, it can be seen that China already has the similar phenomenon before the adoption of the concept of welfare administration. The different expressions and uses of welfare administration demonstrate the characteristics of each era. With the social change and new requirements of the times, China should confirm the key elements of welfare administration at the time of adopting its scope. After doing this, the welfare administration can be established in China with Chinese characteristic.
