内容提要 法治是治国理政的基本方式。加快法治建设对于全面推进依法治国、促进 国家治理体系和治理能力现代化具有决定性意义。本文旨在通过对国家治理体系和治理 能力现代化的涵义、内部结构及研究背景的全面、深入阐释，提出促进我国国家治理体系现 代化建设的七大目标以及国家治理能力现代化建设的三大目标，并从目标、手段和路径三 个层面分别诠释实现我国国家治理体系和治理能力现代化的基本要求。

Abstract: Ｒule by law is the basic mode of governing state and dealing with politics． Speeding up the construction of rule by law has decisive significance for fully promoting the rule by law of the country，and advancing the governance system of the country and the modernization of governance capacity． Based on the evaluation of the evolution of modernization of governance system and governance capacity of major western nations，and through comprehensive and thorough study on the meaning，internal structure and research background of the modernization of governance system and governance capacity，this paper aims to propose seven goals for the construction of modernization of governance system and three goals for the construction of modernization of governance capacity of China，and illustrate the basic requirements for achieving the modernization of governance system and governance capacity of China in terms of purpose，means and path．
