内容提要 规则是法律的精要，制度是法治的根基。习近平法治思想蕴含着深厚的制度理论、丰富的制度实践和深刻的制度逻辑，强调制度更具有根本性、稳定性和长期性。习近平法治思想明确提出，推进全面依法治国，建设中国特色社会主义法治体系，建设社会主义法治国家，应当加强国家制度和法律制度建设，在法治轨道上推进国家治理体系和治理能力现代化，形成一整套以宪法制度为核心的更加成熟定型的中国特色社会主义制度体系；应当全面加强和推进宪法法律实施，把国家制度、法律制度和国家治理体系的制度优势转化为治国理政效能，为全面建设社会主义现代化国家提供有力制度支撑和法治保障。

Abstract: Rules are the essence of law, and institutions are the foundation of the rule of law. Xi Jinping Thought on the Rule of Law contains profound institutional theory, rich institutional practice and deep institutional logic, emphasizing that the system is more fundamental, stable, and long-term. Xi Jinping Thought on the Rule of Law clearly states that we should strengthen the construction of the national system and legal system, uphold the rule of law in modernizing national system and capacity for governance, and form a more mature and well-defined system of socialism with Chinese characteristics with the constitutional system at its core to comprehensively advance law-based governance, establish a system of socialist rule of law with Chinese characteristics and build a socialist rule of law country; we should comprehensively strengthen and promote the enforcement of the Constitution and laws, and transform the institutional advantages of the national system, legal system, and national governance system into the effectiveness of national governance, providing strong institutional support and legal guarantee for building a modern socialist country in all respects.
