内容提要 社会诚信关联基层治理，是具有中国特色的实践。它在不局限于商务诚信的社会信用体系建设中展开，契合我国经济和社会发展全面治理的现实需要。在基层治理中，社会诚信机制将法律和道德评价的行为纳入自治环节，对它们进行社会诚信评价和奖惩，重组自治、法治、德治资源，促成了“三治融合”。在利益和观念多元化的基层社会，自治、法治、德治等单一手段都具有局限性，社会诚信机制赋予基层政府和自治组织新的治理手段，可以有效制约违法失德行为。基层治理对社会诚信机制的运用，与法治精神还有张力需要弥合，家庭连带责任有侵犯个人基本权利的风险，专注有效治理容易忽视遵循法治原则。社会诚信机制促成“三治融合”的实践，拓展了社会信用体系的范畴，是法治社会的逻辑延伸和未来走向。

Abstract: Social integrity is associated with grassroots governance, which is a practice with Chinese characteristics. It is carried out in the construction of the social credit system that is not limited to business integrity, and meets the actual needs of comprehensive governance of economic and social development of China. The social integrity mechanism in grassroots governance incorporates the behaviors evaluated by law and morality into the link of autonomy, conducts social integrity evaluation, reward and punishment for these behaviors, reorganizes the resources of autonomy, rule of law and rule of virtue, and promotes the ‘integration of autonomy, rule of law and rule by virtue’. In the grassroots society with diversified interests and ideas, due to the limitations of single means such as autonomy, rule of law and rule by virtue, the social integrity mechanism has provided grassroots governments and autonomous organizations with new means of governance, and can effectively restrict illegal and unethical behaviors. There is still tension between the practice of using social integrity mechanism in grassroots governance and the spirit of the rule of law, which needs to be bridged. Family joint and several liability risks infringing on the basic rights of individuals. Focusing on effective governance can easily neglect to follow the principles of the rule of law. The social integrity mechanism promotes the ‘integration of autonomy, rule of law and rule by virtue’, which expands the scope of the social credit system and is the logical extension and future direction of the society ruled by law.
