内容提要 改革开放40 年在法治领域取得的最重大成就，是开辟和拓展了中国特色 社会主义法治道路。坚持党的领导和中国特色社会主义制度，贯彻中国特色社会主义法治 理论，是这条法治道路的核心要义，规定和确保了中国特色社会主义法治体系的制度属性 和推进全面依法治国的前进方向。面对新时代新形势新目标，推进全面依法治国，必须以 习近平新时代全面依法治国新理念新思想新战略为科学指南和根本遵循，坚定不移走中国 特色社会主义法治道路，努力开启法治中国建设的新征程。

Abstract: The most important achievement in the field of rule of law since the past forty years of reform and opening up is the exploitation of the socialist rule of law path with Chinese characteristics. The essence of the path is adhering to the leadership of the Communist Party of China and the socialist system with Chinese characteristics, and implementing the theory of socialist rule of law with Chinese characteristics, which stipulates and ensures the institution attribute of the socialist rule of law system with Chinese characteristics and the direction of advancing law-based governance comprehensively. In the face of the new era, new situation and new goal, and promoting the law-based governance comprehensively, it is necessary to take President Xi Jinping's new concept, new thought and new strategy on the comprehensively law-based governance in the new era as the scientific guidance and fundamental strategy, firmly take the socialist rule of law path with Chinese characteristics, and strive to embark on a new journey of constructing the rule of law in China.
