内容提要 学位撤销权的行使应遵循同行专家评审委员会和学位评定委员会两级审 查制，前者对学术问题进行实质审查，后者对同行专家评审委员会的审查过程和审查结果 进行形式审查;学位评定委员会的表决方式应实行两个过半数原则，即学位评定委员会会 议应由全体委员1 /2 以上出席会议方可举行，其决定必须经全体委员过半数方为有效，同 时委员投票采记名制且不被允许投弃权票;学位撤销权行使过程中应保障当事人的程序性 权利，并通过回避、 告知、 听取当事人陈述和申辩、 说明理由和送达等制度实现当事人对学 位撤销过程的有效参与;最后，学位撤销权的行使应遵守必要的时限。

Abstract:Before exercising the right to revoke academic degree，the Expert Evaluation Panel of specific subject areas should execute substantive examination on academic misconduct，and then the Academic Degree Evaluation Committee should execute formal examination on the review process and results of the Expert Evaluation Panel． The conference of the Academic Degree Evaluation Committee about discussing the cancellation of academic degree should be attended by more than half of the committee members，and its resolution must be adopted by a majority of all committee members． Meanwhile，committee members attending the conference would vote in real-name and abstaining from voting would not be allowed． During the process of decision-making，systems such as stakeholder avoidance， notifying adverse result，hearing statements and pleadings，giving reasons and delivering of results should be taken to show the respect for procedural rights of the party and ensure his right of participation． Lastly，revoking academic degrees should also abide by the prescription system．
