内容提要 “宪法实施”作为各种原理、规则、制度、实践交织叠加的“概念群”与“问 题域”，几乎涵摄了认识和解释中国宪法问题的所有视域及议题。学术话语中的宪法实施在 追求方法自觉和理论建构的过程中，也在积极回应着政治现实并不断凸显出深沉的政治情 怀；政治话语中的宪法实施在主导真实世界的宪法实践的同时，也在认真吸纳着理论研究的 有益成果并日益展现出深厚的法理意涵。只有从学术话语和政治话语的良性互动及其演变 脉络中，才能深刻理解我国宪法实施的内在机理与运作逻辑，并凝练出真正属于中国的“宪 法实施”话语体系。

Abstract: Constitution implementation, a‘concept group’and‘issue area’with various kinds of principles, rules, systems and practices interwoven and overlapped mutually, contains nearly all perspectives and topics exploring and explaining constitutional issues in China. In academic discourse, constitution implementation responds actively to politics and shows deep political feelings in pursuit of methodological self-consciousness and theoretical construction. In political discourse, constitution implementation guides the constitution practice of the real world, taking in the rewarding achievements from theoretical research seriously and manifesting rich legal implication increasingly. Only in the constructive interaction of academic and political discourses, may the inherent mechanism and running logic of constitution implementation in the Chinese context be understood in-depth, at the same time, may the discourse system of ‘constitution implementation’that really belongs to China be extracted and purified.
