内容提要 习近平法治思想深刻回答了领导干部在法治中国建设中肩负的重要责任，强 调领导干部是全面依法治国的关键、全面依法治国必须抓住领导干部这个“关键少数”。本文 在深入学习和认真梳理习近平总书记系列重要讲话的基础上，从四个方面对这一重要论述的 基本精神、丰富内涵、工作要求等进行了阐释，即领导干部是全面依法治国的关键；领导干部 要做尊法学法守法用法的模范；领导干部要提高运用法治思维和法治方式深化改革、推动发 展、化解矛盾、维护稳定、应对风险的能力；用制度保障领导干部发挥“关键少数”作用。

Abstract: Xi Jinping Thought on the Rule of Law deeply answers the important responsibilities that officials shoulder in the construction of the rule of law in China, emphasizes that officials are the key to comprehensive advancing law-based governance and that ensuring the‘critical minority’(officials) work in support of comprehensive advancing law-based governance. On the basis of in-depth study and careful combing series of important speeches of General Secretary Xi Jinping, this article explains the basic spirit, rich connotation, work requirements, and other aspects of this important statement from four aspects, namely, officials are the key to comprehensive advancing law-based governance; officials should be models of respecting, studying, observing and applying the law; officials should improve their abilities to use the rule of law thinking and methods to deepen reforms, promote development, resolve contradictions, maintain stability, and respond to risks; using the system to ensure that officials play the role of ‘critical minority’.
