内容提要 党内法规制度建设史是党史的重要一维。回望党的百年征程，坚持依规治 党、在制度建设上一以贯之，坚持继往开来、在制度变革上一脉相承，坚持系统观念、在制度 框架上一体布局，坚持正确方向、在制度保障上一纲二目，走出了特色鲜明的党内法规制度 建设之路，形成了卓有成效的政党治理之道。党规之治是“中国之治”的一个独特治理密码， 是呈现中国特色社会主义制度优势的一张金色名片，也为世界政党治理贡献了中国智慧和 中国方案。

Abstract: The history of the construction of the Party rules and regulations system is an important dimension of the Party’s history. Looking back at the centenary journey of the Party, insisting on the rule-based governance over the Party and being consistent in institutional construction, adhering to building on past achievements and forging ahead and being in line with each other in the system changes, sticking to the system concept with an integrated layout in the institutional framework, and persisting in the right direction with one program and two objectives in the system guarantee, which opens the road of building the system of Party rules and regulations with distinctive characteristics and forms an effective way of Party governance. The rule of Party regulations is a unique governance code of the governance in China, a golden name card showing the advantages of the system of socialism with Chinese characteristics, and contributes Chinese wisdom and Chinese proposals to the governance of political parties in the world.
