内容提要 机关运行保障涉及财政预算、公物管理 、政府采购等一系列制度。推进机关 运行保障立法有利于落实全面依法治国战略，实现机关运行保障法治化；有利于推进国家治 理现代化进程，实现机关运行保障的现代化；有利于助推全面从严治党向纵深发展，实现机 关运行保障规范化；有利于完善中国特色社会主义法治体系，推进国有财产法律规则的澄 清。机关运行保障应当坚持依法行政、精简效能、厉行节约、公开透明等基本原则，妥善设定 立法调整范围，明确机关运行保障工作的管理体制，重点规范机关运行保障中行政公物的设 置与利用，完善机关运行保障社会化供给的相关制度安排，确立机关运行保障的监督机制。

Abstract: The operation guarantee of organs involves a series of systems such as fiscal budget, public property management, and government procurement. Promoting the legislation for operation guarantee of organs demonstrates many institutional advantages: it is conducive to the implementation of the strategy of comprehensively governing the country in accordance with the law and realizing the rule of law in the operation of organs; it helps to promote the process of national governance modernization and achieve the modernization of the operation guarantee of organs; it is good to advance the in-depth development of comprehensive and strict governance over the party and realize the normalization of operation guarantee of organs; it is beneficial to improve the socialist rule of law system with Chinese characteristic and clarify legal regulations of the state-owned property. The operation guarantee of organs should adhere to fundamental principles such as law-based administration, streamlined efficiency, strict economy, openness and transparency, properly set the scope of legislative adjustments, confirm the management mechanism of operation guarantee of organs, focus on standardizing the setting and using of administrative public property in the operation guarantee of organs, improve the relative institutional arrangement in the socialization supply for the operation guarantee of organs, and establish a supervisory mechanism for the operation guarantee of organs.
