内容提要 互联网带来了生产方式、生活方式与信息传播方式的巨大变化。互联网法 应根据社会关系的变化和互联网本身的规律，进行整体结构设计。关键信息基础设施、互 联网服务提供商与互联网信息构成互联网法的三个主要调整对象。在这三个不同领域，互 联网法的立法宗旨、法律原则、治理手段、执法机制等均有差别，应分层处理。只有尊重互 联网规律，才能充分发挥互联网法的不同作用，处理好互联网法与其他法律的关系，实现自 由、安全、创新、秩序等不同价值。

Abstract: The Internet has greatly changed the lifestyle，production mode and the information spreading mode． The Internet should design its whole structure in accordance with the changes of social relationships and the rule of Internet． The three adjustment main objects of Internet Law are the critical information infrastructure，Internet service providers and Internet information． The purpose of legislation of Internet Law，legal principles and other aspects in the three fields should be dealt with hierarchically． Only respecting the Internet rule，can the Internet Law play its different functions to realize freedom，safety，innovation and other different values．
