内容提要 1949 年中国人民大革命的胜利开启了旨在创设新型国家与法律制度的当 代中国第一次法律革命，为中国特色社会主义法治道路之形成奠定了基础。以中共十一届 三中全会为标志，当代中国法治发展进入第二次法律革命的新时代，形成了中国特色社会 主义法治道路。经过 30 多年广泛而深刻的社会与法治变革，其间中共十五大提出依法治 国基本方略，2011 年初宣告中国特色社会主义法律体系如期形成等标志意义的重大法治 事件，充分展示了中国特色社会主义法治道路的蓬勃生机和活力。以中共十八大和十八届 三中全会、四中全会为标志，中国特色社会主义法治道路进入了新的历史阶段。把全面依 法治国放在“四个全面”战略布局中来把握，精心谋划全面推进依法治国的顶层设计方案， 坚定不移推进法治领域改革，成为当代中国法治发展进入新的历史阶段的显著特征。

Abstract: the victory of Chinese people’s revolution in 1949 has opened the first revolution of law in contemporary China that aims to create a new-style state and the law system，which has laid the foundation for the formation of socialist legal road with Chinese characteristics． With the third plenary session of the 11th Communist Party of China ( CPC) Central Committee as the sign，the legal development of contemporary China has gone into a new era of the second legal revolution，and the legal road of socialism with Chinese characteristics has formed． After thirty-year social and legal reform，significant legal events such as the fundamental strategy of rule by law put forward by the 18th CPC National Congress，and the declaration of the formation of the socialist legal system with Chinese characteristics in 2011 fully demonstrated the vitality and energy of socialist legal road with Chinese characteristics． With the 18th CPC National Congress，the third plenary session and fourth session of the 18th CPC Central Committee as signs，the socialist legal road with Chinese characteristics has entered into a new historical stage． Insisting on the rule by law， scheming the project of promoting the rule by law，advancing the reform in the legal field， which become the distinguishing feature of a new historical stage of legal development in contemporary China．
