内容提要 党内法规制定技术规范是制定党内法规过程中应遵循的技术规则，对解决 其与国法难区分、 结构不完整、 语言不规范、 与宪法法律和上位党规相抵触、 活动技术缺失 等问题具有重要意义。党内法规具有思想性、 政治性和道德性，其技术规范必须反映并规 训这种特质。党内法规制定技术规范的体系包括统筹技术规范、 语言技术规范、 结构技术 规范、 活动技术规范和公文技术规范五方面。统筹技术规范解决党规与国法之间的选择与 分工、 衔接与协调;语言技术规范既反映党内法规的特质，又应区分原则与规则、 高标与底 线、 思想与行为;结构技术规范要解决标题、 题注和正文中的突出问题;活动技术规范主要 包括公布技术和完善技术。

Abstract:As a technical rule that should be followed in the process of formulating inner party regulations，the technical specification of formulating inner party regulations is important to distinguish party’ s regulation and law，complete its structure，regulate its language，resolve conflicts with the Constitution and laws and upper party regulations，and improve its work． Inner party regulations are ideological，political and moral whose technical specification should reflect and regulate the characteristics． It includes five parts: overall plan，language， structure，work and document． Overall plan deals with choice and division，connection and coordination between party regulations and national laws; Language reflects the characteristics of party regulations and also should distinguish principle and rule，high standard and bottom line，thought and behavior; Structure’ s primary task includes problems in the title，subtitle and main body; Work aims to promote openness and improvement．
