内容提要 2020年5月28日，十三届全国人大三次会议高票通过了《中华人民共和国民法典》，该法典于2021年1月1日起正式施行。《民法典》是新中国第一部以法典命名的法律，在其实施五周年之际，回顾编纂工作走过的不平凡历程，可以深切地感受到，民法典编纂工作的顺利完成，本身就是贯彻落实习近平法治思想的生动实践，充分彰显了习近平法治思想的真理力量和实践伟力。《民法典》实施五年来，全国人大常委会法工委认真总结民法典编纂工作经验，持续开展法律清理，扎实做好法律研究和备案审查等各项工作，积极推动《民法典》的贯彻实施。展望未来，需要贯彻落实党的二十届四中全会和中央全面依法治国工作会议精神，以习近平法治思想为指引，在立法、执法、司法、法学研究和法律宣传等各方面进一步推动《民法典》的贯彻实施，推进社会主义民主法治建设，为实现“十五五”奋斗目标、以中国式现代化全面推进强国建设、民族复兴伟业贡献法治力量。

Abstract: On May 28, 2020, the Third Session of the 13th National People’s Congress passed the Civil Code of the People’s Republic of China with a high vote. The Civil Code came into effect on January 1, 2021. The Civil Code is the first law in the People’s Republic of China to be named as a code. On the fifth anniversary of its implementation, when we look back on the extraordinary journey of the compilation work, we can deeply feel that its successful compilation is a vivid practice of implementing Xi Jinping Thought on the Rule of Law, fully demonstrating the truth power and practical strength of Xi Jinping Thought on the Rule of Law. Over the past five years since its implementation, the Legislative Affairs Commission of the NPC Standing Committee has earnestly summarized the experience of the Civil Code’s compilation, continuously carried out legal clean-up, solidly conducted legal research and record and review and other work, and actively promoted the implementation of the Civil Code. Looking ahead, it is necessary to implement the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China and the Central Conference on Work Related to Overall Law-Based Governance. Guided by Xi Jinping Thought on the Rule of Law, we should further promote the implementation of the Civil Code in all aspects such as legislation, law enforcement, judiciary, legal research and publicity, and advance the construction of socialist democracy and the rule of law, so as to contribute legal strength to achieving the goals of the 15th Five-Year Plan and building a great country and advancing national rejuvenation on all fronts through Chinese modernization.
