摘要(Abstract)：
在国际组织责任制度尚未建立的情况下,联合国如何履行其国际责任是理论与实践上亟待解答的重要问题。本文通过对国家责任与联合国责任的比较和对联合国相关实践及其特点的分析,论证了国家责任制度通过必要的调整适用于联合国组织的观点。
