摘要(Abstract)：
修订后的《环境保护法》提出了"建立、健全环境与健康监测、调查和风险评估制度"的法律目标,将环境健康风险评估制度纳入了环境保护基本制度的范畴。中国现有环境监测、环境影响评价和环境标准等制度无法实现环境与健康风险预防的功能,亟需从实体和程序两个方面构建有中国特色的环境健康风险评估制度。环境与健康风险评估应该在坚持健康优先、风险预防和公众参与原则的前提下,通过政府主导、专家论证、公众参与的形式,依托环境影响评价体系展开。环境健康风险评估还必须与现行环境保护制度紧密衔接,将环境健康风险评估融入环境监测、排污许可证、环境影响评价、风险预警和应急处置机制等环境保护制度体系中。
