摘要(Abstract)：
海事赔偿责任限制制度可谓由来已久,各航运大国和航运区域或以单独制定或以参加国际条约等方式对其管辖下的内河及海上的航运业进行规制。我国《海商法》以专章形式将海事赔偿责任限制制度加以规定,但对内河责任限制的问题却未涉及。在内河船舶标准化率的逐渐提升的背景之下,内河赔偿责任限制制度该如何构建,俨然成为一个亟待解决的问题。鉴于此,本文对构建该制度的必要性和特殊性进行检视并对如何构建提出一些建议。
